The Federal Security Service (FSB), in cooperation with the Ministry of Internal Affairs (MVD) headquarters in several regions, has disrupted the activities of several commercial companies involved in facilitating illegal migration and embezzlement of public funds, the FSB press service reported

. The scheme involved four regions: the Perm Krai, Rostov, Novgorod, and Ivanovo Oblasts.

The FSB established that the management of a garment factory in Shakhty (Rostov Oblast), in collusion with representatives of legal entities from other regions, organized a channel for the illegal migration of foreign citizens into Russia. The migrants illegally entered the country on business visas and visas for highly qualified specialists issued on behalf of shell companies.

The suspects claimed to employ highly qualified foreign specialists with a monthly salary of 250,000 rubles. However, in reality, the foreign workers lacked the necessary qualifications, and their monthly salary did not exceed 60,000 rubles. "Thus, the suspects inflated the cost of contract execution," the FSB stated.

The Main Investigative Directorate of the Ministry of Internal Affairs of Russia for the Rostov Region opened 106 criminal cases against the head of the Shakhty production facility and his accomplices under Part 3 of Article 322.1 of the Russian Criminal Code (organizing illegal migration).

In addition, six criminal cases have been opened against the management of the commercial entity under Part 4 of Article 159 (fraud), 12 criminal cases under paragraphs "a" and "b" of Part 3 of Article 174.1 (laundering of funds or other property acquired by a person as a result of the commission of a crime), and 10 criminal cases under Part 1 of Article 187 of the Criminal Code (illegal circulation of payment instruments).

A criminal case has been opened against 23 people under Article 210 (organization of a criminal community) of the Criminal Code. By a court decision, 21 people have been remanded in custody, and house arrest has been chosen as a preventive measure for two others. Property of the Shakhty garment factory has been seized for a total of 141 million rubles.

The FSB Public Relations Center showed footage of the detention of the defendants in the case. During interrogation, one of them stated that the case concerns the illegal migration of citizens of India, Pakistan, and Sri Lanka.
