Russia's Prosecutor General Announces Tougher Punishment for Cybercrimes

The supervisory authority initiates new laws in the field of IT security The Russian authorities plan to toughen penalties for cybercrimes, said Prosecutor General Igor Krasnov at a meeting of the Prosecutors General of the SCO countries in Bishkek. The topic of the meeting concerned the role of the prosecutor's office in the digital age and countering new threats. According to Krasnov, in 2020, at the direction of the President of Russia, the Prosecutor General's Office created an interdepartmental working group to combat information crimes. This group included representatives of law enforcement agencies and other interested departments. As part of its activities, taking into account law enforcement practice, bills were prepared clarifying the elements of crimes committed using special technical means (phishing, social engineering, cyber extortion, DDoS attacks) and increasing liability for them. Measures were also prepared to ensure the safety of electronic evidence of crimes in the field of information and telecommunications technologies, including at the request of foreign competent authorities. In addition, at the suggestion of the Prosecutor General's Office, the State Duma is considering a bill on criminalizing the illegal circulation of personal data bases and the administration of shadow platforms for their distribution. The Prosecutor General emphasized that the protection of citizens' personal data is also under state protection. Digital service operators are required to respect the constitutional rights of citizens when processing data, including the right to privacy, personal and family secrets. The Prosecutor's Office has been instructed to monitor compliance with the law on the protection of personal data in order to prevent their leakage and use for criminal purposes, especially in the financial sector.
