Victims paypal, with balance not cc.

Next step:
-Socks turned to victims IP
-VPN Set to Country
-Internal IP Set to 0
-Cookies set to 0
Log in the paypal account of victim
Send ammount to your own paypal
Next step :
If the transaction is processed in the paypal n1
Then in victims paypal , click dispute transaction
And right after you need to click close dispute.
This way it can never be disputed again.
Step 3
It would be smart to process your money 1 more time
So send from paypal 1 to paypal 2
As goods , it will take small fee.
