Oyang also argues that Washington's opponents "create a favorable environment for extortion groups." In particular, they "allow them to operate within their borders" and "hide from persecution."
Earlier, Russian President Vladimir Putin said that Moscow has been offering the United States to start a dialogue on cybersecurity for many years, but they refuse.
