Information appeared in the press about a secret tracking program for the movement of innocent Israelis.
The media reported on a secret law enforcement program in Israel called Hawk-Eye, in which the police collect a database of the movements of citizens who are not suspected of committing any crimes.
According to Walla News Agency, a secret database contains videos of cars moving in Israel, captured using smart LPR cameras that can identify license plates and identify stolen cars and drivers with expired rights. The database is designed so that in case of the appearance of a suspect in a crime or terrorism, it was possible to track his past movements.
According to a Walla source, videos are stored for at least six months. That is, for many months, or even years, in the database, just in case, information is stored on the movements of innocent Israelis.
The Hawkeye program was launched in 2014 as a pilot project. Now “smart” cameras are installed on many central roads and intercity routes, as well as on police cars.
According to Israeli law, all tracking programs must be deployed under the supervision of supervisory authorities, and to track the location of citizens by their mobile devices, special services must receive appropriate permission from the court. However, there was no oversight of the Hawkeye program, and no court permits were issued. The database was kept secret, despite the decree issued by the Ministry of Justice in 2012, obliging law enforcement agencies to register such databases and notify the public of their existence.
