Europol has partnered with the European Commission to release a new platform for decrypting data stored on encrypted devices seized by law enforcement as evidence.
The new platform, managed by the European Cybercrime Center (EC3), was developed in collaboration with the European Commission's Joint Research Center. According to representatives of the EU Agency for Law Enforcement Cooperation, the launch of the platform marks a new milestone in the fight against organized crime and terrorism in Europe.
While Europol did not provide any details about the new platform, the Council of the European Union has released a report shedding some light on its work. According to the report, the platform includes both software and hardware tools designed to help decipher information obtained through legitimate investigations. The report explains the following:
“With full respect for fundamental rights and without limiting or weakening encryption, this initiative will be available to national law enforcement agencies of all EU countries and will help ensure the safety of society and citizens,” Europol said.

- EU countries should invest in specialized hardware and software with adequate computing capabilities and in personnel trained to ensure decryption of files and messages, including in difficult cases;
- EU countries should ensure cooperation between all relevant stakeholders, including, where appropriate, private companies, in order to enhance the decryption capacity of competent authorities;
- The EU countries should intensify research and development in order to create new and more effective methods of decryption and use in difficult cases the capabilities of Europol, namely the platform for decryption.
